History and character
The name is an old form of Khula. In the Middle Ages a trade route ran here from Samtskhe-Javakheti over the Goderdzi pass to the coast; under the Ottomans the political centre of Upper Adjara moved from Skhalta to Khulo. The 1877-1878 war and migration of muhajirs cut the population, and a school opened in 1892. In April 1929 Muslim peasants rose against collectivisation (English Wikipedia; its sourcing here is weak).
Khulo became an urban-type settlement in 1964. It had 1,007 residents in the 2014 census and 1,258 in 2024. The municipality has 16,342 people, against 23,327 in 2014 and 33,430 in 2002.
