Updated:
- The average primary-market price in 2025 was $1,865 per m², but districts differ almost twofold: $1,672 to $3,239 in Old Batumi (Galt & Taggart, June 2026).
- Unsold stock is large: about 13,900 apartments in the surveyed projects, and about 80% of planned construction is aimed at short-term rental.
- We could not confirm the legal status of “aparthotel” units from official sources: read the purpose in the NAPR extract and the operator contract.
The Batumi market in 2026: who buys and what prices do
Galt & Taggart: the average primary-market price of completed apartments rose from $1,569 per m² in 2023 to $1,699 in 2024 and $1,865 in 2025; 17,478 apartments were sold (+15%) (Investor.ge, 20.04.2026). Forecast for 2026: growth of 4–6%. Colliers counts registrations: the weighted average price of new projects was $1,408 in September 2026 (+5.2%). The samples differ, so do not add them. We found no Geostat index for Batumi.
Foreigners: 52% of 2025 sales in the Galt & Taggart developer survey, 45% in H1 2026 in Colliers registrations; one publication says about 60%. Israelis: 13% in 2025, 10% in Q1 2026 (survey).
Supply: at the end of H1 2026 surveyed projects had 13,866 unsold apartments (about 12,400 at the end of 2025); of about 58,000 apartments planned for 2025–2029, about 80% are for short-term rental (Galt & Taggart).

- Airport area and Khelvachauri: no separate prices. Kobuleti, a separate municipality: $1,805 per m² (+13.1%), Q1 2026.

New build, resale and an apartment under construction
Galt & Taggart, June 2026: completed apartments from developers $1,960 per m² (+9.8%), resales in new buildings $1,497 (+6.5%). The survey gives no price for older buildings.
A building under construction means instalments and a preliminary contract: ownership arises on registration in NAPR. We found no shared-equity construction law or mandatory escrow; see our off-plan guide. Chambers (2026): pre-sales and instalments are the main model in Tbilisi and Batumi; development rules in both cities were tightened.
Aparthotels and hotel-type units: what is confirmed and what is not
“Aparthotel” is a market term; we found no law defining such units. Chambers (2026): hotel and tourism-use buildings need licensing under the tourism law; aparthotels are not mentioned. Check in writing:
- The unit’s purpose in the NAPR extract (residential or not); we could not confirm the extract’s exact format.
- Whether you may live in it, let it, sell it separately and pay a residential utility tariff: we found no confirmation in the law.
- The operator contract: term, owner’s share, payments regardless of occupancy, exit, change of operator. There are no payout statistics.
- A “guaranteed yield” is advertising: International Investment (3.11.2025) repeats one project’s promise of 10% a year, up to 17%. It is a company’s obligation, not a market figure.
Rent, seasonality and yield in Batumi
Long-term rent: $10.6–12.3 per m² a month in Q2 2026 (Galt & Taggart); about $424–492 for 40 m² (our calculation). Rental yield fell from 8.8% (2024) to 7.4% (2025) per Investor.ge; for 2026 Galt & Taggart gives 7.1% gross, and International Investment puts the real figure at 2–3%.
Short-term rental: estimates differ several times over; they are platform data, not owners’ accounts.

Costs of buying an apartment in Batumi
Georgia has no separate transfer tax or stamp duty (Chambers, 2026): the main costs are the NAPR fee and a notary.
| Item | Amount | Source and status |
|---|---|---|
| Registration of title in NAPR | ₾150 in 4 working days; ₾270 in 1 day; ₾350 same day | NAPR tariff |
| Notary | tariffs are regulated, no amounts in the source | Chambers 2026; not confirmed |
| VAT 18% | only if the seller is a VAT payer; included in the price | Chambers 2026 |
Mortgage and residency when buying in Batumi
Mortgage. The National Bank limits the loan to collateral: 90% for lari loans, 70% for foreign currency; for borrowers with income from abroad the decision of 26.02.2025 adds 10 percentage points, to 80%. Banks set non-resident terms; their treatment of off-plan and hotel-type units we did not find: ask before the deposit. A developer’s instalment plan is not a mortgage.
Residency. The short-term owner’s permit is available for property worth more than $150,000 from 1 March 2026; an accredited appraiser sets the value, not the contract price. Whether an object under construction or a hotel-type unit counts is not confirmed: ask SDA in writing.
Pre-payment checklist for Batumi
- Get the cadastral code from the seller and order a fresh NAPR extract: owner, mortgage, arrest, purpose, area.
- New build: a copy of the construction permit (floors and area as in the project), the land extract, no bank mortgage on the plot. We could not confirm a public online permit register for Batumi.
- Find out what is being built next door: view, sun and noise can change. The Public Defender (2022) said temporary Batumi rules allowed exceeding maximum height and density until the general plan is approved in 2027; current status unchecked.
- A homeowners’ association exists in buildings with more than two apartments (art. 11): ask about fees and debts. Debts over ₾500 are recorded against the property and a new owner answers for them (art. 14(5)–(6)).
- Check the building’s charter (short-term letting?) and 12 months of utility bills; visit off-season, in January–February (our advice).
- Pay only the contract party and get a written list of what is included: finishing, furniture, parking, VAT.
