Costs of Buying an Apartment in Georgia

Besides the price in the contract, buying a flat requires title registration, a lawyer, sometimes VAT and bank fees. The calculator adds these items and shows the total in dollars, lari and as a percentage of the price.

NAPR fees (₾150 / 270 / 350) are confirmed; the lawyer amount ($500–1,000) is our guide’s estimate, and the guides have no price for a notary, so that field starts at zero. Who pays for registration is set by the contract: the calculator assumes you do. The steps: how a foreigner buys an apartment.

How it is calculated

The fee for registering the title at the National Agency of Public Registry (NAPR) depends on speed: ₾150 for 4 working days, ₾270 for 1 day, ₾350 on the day of filing. VAT of 18% arises on a new build if the seller is a VAT payer: the price may be quoted with or without it.

The other items are your inputs: lawyer and agent (a percentage of the price), notary, the bank’s arrangement fee (Liberty 0.4%, Terabank 0.5%) and other costs. Every amount is converted to dollars at the rate you enter.

What the calculator leaves out

The calculator excludes loan and collateral insurance, the bank’s valuation, NAPR extracts and certificates, property tax and the cost of renovation and furniture. For our guide’s example (a $100,000 flat, only the known items with no VAT and no agent) the total is 0.6–1.7% of the price: the calculator shows the sum for your inputs.

Frequently asked questions

Who pays for registering the title at NAPR?

It is set by the contract. Some sources cite a Civil Code rule that the seller bears registration costs unless agreed otherwise, but we have not checked it ourselves; put the payment in writing.

Does the buyer pay VAT on a new build?

VAT of 18% is part of the price if the seller is a VAT payer; a private seller is outside VAT. Ask the developer whether the price includes VAT and write it into the contract.

How much does an agent cost?

Most often about 3%, and agencies say the seller pays, but there are no official figures. If you pay the commission, enter it in the field.
